Mayor’s Message

Newville Borough Mayor William A. Toth

As Mayor of the Borough of Newville, I would like to welcome you to the official borough website. Newville Borough is a progressive community located in western Cumberland County, situated between the Borough of Carlisle, and the Borough of Shippensburg. The borough provides many services for the citizens of Newville and the surrounding municipalities. There are historic sites that one may visit including the Laughlin Mill, located along the Big Spring just east of town, the town fountain located in the center of Newville, and the cottage at 1 Parsonage Street where General, and later President Ulysses S. Grant stayed. The Big Spring Presbyterian Church and cemetery is located on South Corporation Street, and numerous other sites throughout the town are marked for their historic significance. The Borough of Newville is also noted for the Big Spring, one of the best limestone springs for trout fishing within the Commonwealth of Pennsylvania. Newville Borough is a member of Big Spring School District. If you would like to learn more about Newville’s colorful historic past, please be sure to visit the Newville Historical Society located at 69 South High Street.
The Borough of Newville is served by the Friendship Hose Company, No. 1, Inc. which is responsible for providing fire, rescue and ambulance services to the borough, and several outlying townships. The borough is home to the modern Big Spring Pharmacy which provides prescription and other medical needs to borough residents. Just down the street from the Big Spring Pharmacy is the Graham Medical Center which provides the community with exceptional care in many fields of medicine. On Parsonage Street you will find the John Graham Library which is a part of the Cumberland County Library System that provides residents with the opportunity to research various items of interest, along with access to a circulating library. Newville is proud to be home to the Newville Little League Inc. The league operates a beautiful ballpark, complete with a lighted field along Little League Avenue.
The Newville Borough Council is dedicated to revitalizing the community, and strives to bring new business to the borough. The council is proactive on many issues, including the Town/Trail Task force, a cooperative effort between the Borough of Newville, the Cumberland Area Economic Development Corporation and the Cumberland Valley Visitors Bureau. The goal of the task force is to develop new business in Newville, and to grow existing business in support of Eco-Tourism. Newville has become a destination point for anglers who fish the Big Spring and trail enthusiasts who enjoy the nine mile Cumberland Valley Rail Trail which links Newville and Shippensburg. The Borough Council works cooperatively with the Mayor to insure that Newville borough is a safe and secure community. Thanks to the efforts of the Newville Borough Police Department, Newville has one of the lowest crime rates of any municipality within Cumberland County. The Newville Borough Police Department provides contracted law enforcement services to the Big Spring School District, Green Ridge Village, Saylor’s Market and the Newville Lions Club Fairgrounds. The department also provides the service of a full time School Resource Officer to the Big Spring School District.
The Borough of Newville works closely with neighboring municipalities and the Big Spring School District. The borough is a founding member of the Western Cumberland Council of Governments, the Western Emergency Management Association, the Big Spring Senior Center, the Newville/West Pennsboro yard waste facility, and the Western Cumberland Regional Planning Committee, just to name a few.
Newville Borough is served by a dedicated staff that goes above and beyond the duties they are otherwise required to fulfill. The borough is constantly looking for new ways to improve existing services, or to provide new services to borough residents. The staff and elected officials often work cooperatively with the officials of neighboring North Newton Township and West Pennsboro Township to provide these services.
If you are interested in visiting our community, or perhaps you are relocating to Cumberland County, the fastest growing residential county in Pennsylvania, I would urge you to consider Newville Borough. We are a quaint, rural community, free from the hustle, bustle and crime associated with city life. Newville is a great community in which to raise a family, or enjoy the peace and contentment of retirement.
